The reason is the investigations being conducted by the CID into the murders.
Reports say Gotabhaya is giving telephone calls to top police officers known to him, becoming quite a nuisance to them.
The court of appeal today (17) took up a writ petition filed by an eyewitness to the killings, Sudesh Nandimal, seeking an order to the IGP and the CID director to hold a proper investigation into the incident between 09 and 10 of November 2012.
The court ordered the attorney general to report, at the next hearing, about the progress of the investigation.
Fearing arrest, Gotabhya is going to seek the help of the courts.
