Catalonia declared independence, but Span rejected it and dissolved the Catalonian government as per clause 155 of its constitution. Weerawansa, Gunadasa Amarasekara, Wasantha Bandara, Bengamuwe Nalaka and others do not know that Spain was able to do that due to the constitution having that clause for power devolution. Kosovo, East Timor seceded as there were no constitutional provisions at the time.
 
Many parties are prepared to create bogies about devolution of power in Sri Lanka by looking at what has happened in Catalonia. There is nothing to go that far. EPRLF’s Varadaraja Perumal declared autonomy in 1987, but Sri Lanka did not break into pieces. A true devolution of powers minimizes the possibility of secession. States without power devolution are more likely to secede.
 
There are attempts to spread undue fears about federalism too. Since the provincial councils system came into being in 1987, the country is in a federal structure. Those who fear federalism should open their eyes and look at India. How many times has India been divided?
 
Another example for the federal system of power devolution can be taken from the monks themselves, although they preach against federalism. Siri Samanthabadra, who claimed to be an Arahat, had to go down on his knees before the Malwatte and Asgiriya Mahanayake Theras and apologize. Federalism is not frightening as it is made to believe.
